Project Description:
The Buffalo and Erie County Industrial Land Development Corporation (“ILDC”) is requesting Proposals from qualified contractors for the construction of the new “Odell Street Extension and Ridge Road Extension” for the Renaissance Commerce Park (former Bethlehem Steel Site) in the City of Lackawanna, NY. This is one phase in an ongoing Infrastructure Master Plan to interconnect multiple roadways and provide access to all parcels within the new Renaissance Commerce Park to provide vehicle and truck access for future tenants.
This project proposes to construct approximately 700 feet of new roadway for Odell Street Extension extending from Times Square to east of the intersection with Steelworkers Way. The project further proposes to construct approximately 650 feet of new roadway for Ridge Road Extension from Fuhrmann Boulevard to west of the intersection shown as “Odell Street Extension and Ridge Road Extension” on the Advanced Manufacturing Park – Infrastructure Master Plan. Improvements include new public stormwater drainage, ADA compliant sidewalk, street lighting and signage.

Access Road at the Erie County Agribusiness Park
Buffalo and Erie County Industrial Land Development Corporation (ILDC) is soliciting sealed bids from qualified contractors
for the construction of a new Access Road at the Erie County Agribusiness Park located at 1526 Eden Evans Center Road, Angola, NY.
The scope includes approximately 1,550 feet of new roadway, public sanitary sewer, drainage, ADA-compliant multi-use path, lighting,
and signage, in accordance with the plans and specifications.
All bidders must comply with prevailing wage requirements, Erie County M/WBE goals (25% MBE, 5% WBE), and all local/state procurement policies.

The Erie County Industrial Development Agency (ECIDA) is soliciting sealed bids for the Lancaster I.T. Capacity & Safety Improvements Project located in the Villages of Depew and Lancaster, Erie County, New York. Construction will be bid under two separate contracts: a Bridge Contract, which includes work zone traffic control, full removal and repainting of structural steel on Bridge 384.75 over Transit Road, installation of Class A containment, erosion controls, earthwork for a new interchange track, and replacement of Bridge 385.56 with a steel pipe culvert; and a Track Contract, which includes tie replacement, ballast, lining and surfacing, construction of a new 1,219-foot interchange track, and incidental track work along the rail line. The project is partially funded by NYSDOT and requires compliance with prevailing wage rates and applicable apprenticeship requirements. An optional pre-bid meeting will be held on January 29, 2026 at 10:00 AM. All bids must be received by 11:00 AM on Tuesday, February 10, 2026, at ECIDA, 95 Perry Street, Suite 403, Buffalo, NY 14203, and must clearly identify whether the bid is for the Bridge Contract or Track Contract.
Bid security in the amount of 10% is required, and performance and payment bonds will be required of the successful bidder.
